The city, as a space where life takes place, has its social functions, including the provision of housing, work, health, education, culture, leisure, transport, and other. However, the city space is divided, and object of appropriation, both private (land and buildings) and state (streets, squares, equipment etc. Therefore, adequate and rational planning is necessary to enable economic and social development, and hence improve a city’s overall performance. In this context urban plans arise, with especial regard to the Municipal Master Plans. In Brazil, the Municipal Master Plan is the "basic instrument of urban development and expansion policy", according to the Federal Constitution and the City Statute. In other words, it is an instrument to direct the development of the Municipality in its economic, physical and social aspects. The debate on smart city is a part of this process. The objective of this presentation is to reflect on urban planning in Brazil and the possibility of emulating respective experiences internationally.

This webinar is organized in the framework of the implementation of the National Science Centre (NCN), Poland, Grant Number 2020/39/B/HS4/00579, titled: Smart cities: Modelling, Indexing and Querying Smart City Competitiveness, led by Professor Anna Visvizi.
